Whenever any resolution of the city designates any one-way street or alley, the city traffic engineer shall place and maintain signs giving notice thereof. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.

Whenever the city traffic engineer or the chief of police or his or her designate shall determine that unusual traffic congestion is likely to occur or has occurred due to public or private assemblages, gatherings, events, functions or for other reasons, the city traffic engineer or the chief of police or his or her designate shall have the power and authority to order temporary signs to be erected, posted or placed to indicate the movement of traffic in one direction only on such streets or alleys as the city traffic engineer or the chief of police or his or her designate shall direct during the time such condition exists. Such signs shall remain in place only during the existence of such condition and the city traffic engineer or the chief of police or his or her designate shall cause such signs to be removed promptly thereafter. While in place, such signs will be considered as official devices as defined in Section 11.04.190 and authorized in Section 11.16.010. Any violation of such signs is punishable under Section 21461 of the California Vehicle Code.
