No person shall operate and no owner shall knowingly permit
to be operated on any highway of the City any vehicle which is in
an unsafe condition or which is not equipped in compliance with ORS
Chapter 815.

Every vehicle shall be equipped with such lights, in such position
and of such visibility, as are required by ORS Chapter 816.

Every motor vehicle operated upon the highways of this City
shall be equipped with a muffler in good working order and in constant
operation to prevent excessive noise and smoke. No motor vehicle shall
be equipped with a muffler cut-out. No motor vehicle shall be operated
so as to cause any greater noise than is reasonably necessary.
