It is unlawful for any person to:
A. 
Throw, dump, place, or deposit, or cause to be thrown, dumped, placed, or deposited, upon any street, highway, sidewalk, public right-of-way, or other public property, any glass, bottle, nail, tack, hoop, wire, can, or any other substance likely to injure any person, animal, or vehicle.
B. 
Throw, dump, place, or deposit, or cause to be thrown, dumped, placed, or deposited, any garbage, swill, cans, bottles, paper, ashes, refuse, carcass of any dead animal, offal, trash, rubbish, or any noisome, nauseous, or offensive matter, in or upon any public street, road, sidewalk, right-of-way, or other public property.
C. 
Throw, dump, place, or deposit, or cause to be thrown, dumped, placed, or deposited, any rocks or dirt in or upon any public street, highway, sidewalk, road, right-of-way or other public property.
D. 
Throw, dump, place, or deposit, or cause to be thrown, dumped, placed, or deposited, any nails, tacks, hoops, glass bottles, swill, cans, bottles, paper, ashes, refuse, carcass of any dead animal, offal, trash, or rubbish, or any other noisome, nauseous, or offensive matter on or upon the property of another, without the permission and consent of the owner of such property or the person in charge or control of such property.
