If the existing main utility lines are located on the opposite
side of the street of the property being developed, temporary overhead
facilities may be installed providing the underground facilities are
constructed to the street property line in accordance with the Public
Utility Commission rules and the provisions of the Southern California
Edison Company, Pacific Telephone Company and General Telephone Company.
For the purposes of this chapter "temporary" shall mean six months
from the issuance of a certificate of occupancy.

No building permit or occupancy permit shall be issued for any
new construction and land development unless the applicant's plans
comply with this chapter, or until the applicant has obtained a waiver
of the requirement of the underground utility ordinance.

Within 15 days after the rendition of action by the Planning
Commission, any applicant dissatisfied with the decision of the Planning
Commission may file a written appeal with the City Clerk of the City
Council stating the reasons for such appeal.

Upon hearing the appeal, the City Council shall consider the
record and such additional evidence as may be offered and may affirm,
reverse or modify in whole or in part, the order, requirement, decision,
determination or interpretation appealed from, or make and substitute
such other additional decisions or determination as it may find warranted
under the provisions of this chapter. The City Council shall forthwith
transmit a copy of the decision to the appellant and applicant and
City Planning Commission.
