A. 
The city council shall appoint, by majority vote of the city council, each commissioner who shall be a qualified elector of the city.
B. 
The city council may wish to establish by ordinance such other boards or commissions as it deems necessary.

Unless otherwise specifically provided in the establishing and enabling ordinance, each board or commission shall consist of five members.

Unless otherwise specifically provided by law, or by ordinance or resolution of the city council, all members of boards and commissions of the city shall, at all times during their incumbencies, be bona fide residents and registered voters of the city. No member of any board or commission shall be a city employee, nor shall any person be a member of more than one board or commission at any one time.

The city clerk shall maintain all applications submitted to the city for board or commission positions for a period of two years.

After following procedures of Government Code Section 54970, each councilmember shall have the right to nominate a person (who need not reside within the councilmember's district) for one position on the commission which nomination shall be approved and appointed by majority vote the city council. Members may be removed by a majority of the city council. The chairperson of the board or commission shall be selected by a majority of the membership of that board or commission.

The term of each board or commission member shall be two years, except as otherwise provided in this code. At the completion of any term, a board or commission member may be reappointed pursuant to the procedures set forth in Section 2.28.050.

If vacancies in any board or commission occur, other than by expiration of term, such vacancies shall be filled by appointment for the unexpired portion of the term.

The city council shall establish meeting schedules for each board and commission by resolution. A quorum of three for a five member board or commission and a majority of the board or commission for a larger board or commission shall be required for the transaction of any business.

Should any board or commission member be absent from any three consecutive meetings of the board or commission, without excuse acceptable to the city council, that member shall vacate his or her seat on the board or commission. The vacancy shall be filled in the same manner as any other vacancy.
