It is unlawful for any person to conduct or operate, or cause to be conducted or operated, a roadside market on or along any public street, highway or other public right-of-way within the city.
A roadside market or store is any vehicle which is parked or stopped on a public street, highway or right-of-way for the purpose of selling goods, wares, merchandise or food to persons who approach said vehicle.
A vehicle is not a roadside market if it continuously moves along the streets, stopping only long enough to conduct a transaction (never in excess of fifteen minutes) and does not traverse the same streets more often than once a day.
