(a) 
Requirements.
All persons, operating a business shall apply for a permit and registration from the city. The permit application must contain the owners name, phone number, business name, business phone number, D.B.A. information, comptroller tax I.D. number, mailing address of owner, address of residence; address of business; the location of the business; and any other pertinent information that may be required by the city in the licensing and registration of the business. Information provided for records will be updated on a yearly basis. If there is a change in any type of information that is observed and/or completed by the permit holder, property owner and/or manager the information will be immediately advised and/or relayed to the permits division of the code enforcement department.
(b) 
Fees.
A business owner, manager or lessee of premises on which a business will be operating shall be required to secure a permit by paying to the city the permit fee set forth in appendix A, fee schedule which shall include new business fees, annual business renewal fees, annual fire occupancy inspection, annual fire inspection fees, relocation fees, change or replace of business name fees.
(c) 
Issuance of permits.
All permits shall be issued for one year beginning on the day it was issued and ending one year from that day.
(d) 
Expiration.
Permits issued at any point of the calendar year shall automatically expire upon the following:
(1) 
One year after the permit has been issued;
(2) 
On the change of ownership of the building where the business is located;
(3) 
Upon revocation of permit by the city or its designees;
(4) 
Upon surrender of permit by registered business owner; or
(5) 
Upon the death of the applicant except as otherwise provided hereinafter in subsection.
(e) 
Renewal.
(1) 
All permits may be renewed on or before the last business day before the expiration date. The city shall not refund any portion of a permit fee after the permit has been issued, nor shall it prorate or reduce in the amount any fee due to the city. Fees shall be due and payable on or before the last business day before the expiration date.
(2) 
In the event yearly fees are not paid in full by the last business day of each calendar year there will be a fine. Fine will be double the permit fee.
(f) 
Restrictions.
(1) 
Posting of permit.
The permit shall be posted conspicuously, noticeable to common view.
(2) 
Permit limitations.
No more than one (1) permit shall be issued to any individual or business. A transfer of permit title shall not be allowed except as allowed in subsection (g). A new permit may only be issued to replace a permit that has been voluntarily relinquished or revoked.
(3) 
Sign requirements.
All signs for advertisement, shall comply with city zoning ordinance, section 10, sign regulations. No unauthorized signs shall be placed or allowed to be placed on the permitted business property without prior approval from the planning and zoning department or code enforcement department as per zoning ordinance. Any signs deemed to be out of compliance with zoning ordinance shall be grounds for revocation of business permit.
(g) 
Exemptions.
The immediate next of kin may continue operations of business and have the permit transferred over to the immediate next of kin's name. The immediate next of kin shall be defined for the purpose of this article as; husband, wife, son, daughter, mother or father. All requirements still apply and continued operation must conform with this and other city ordinances that apply to business operations.
