No person shall make to, or file with, the police department any false, misleading or unfounded statement or report concerning the commission or alleged commission of any crime occurring within the city. No person shall make, turn in or give a false alarm of need for police or ambulance assistance, or aid or abet in the commission of such act.

The city council of the City of Cypress declares that it desires to qualify to receive aid from the State of California under the provisions of Section 13522, Chapter 1, of Title 4, Part 4, of the California Penal Code.

(a) 
Pursuant to Section 13510, Chapter 1, the City of Cypress will adhere to standards for recruitment and training of police officers and public safety dispatchers established by the California Commission of Peace Officer Standards and Training.
(b) 
Pursuant to Section 13512, the commission and its representatives may make such inquiries as deemed appropriate by the commission to ascertain that the Cypress Police Department's personnel adhere to standards for selection and training established by the Commission on Peace Officer Standards and Training.

It shall be unlawful for any person to willfully or maliciously tease, taunt, torment, strike, kick, mutilate, disable, or otherwise injure, or kill, or to unreasonably interfere or meddle with any canine while such animal is being utilized by the City of Cypress Police Department, or any officer or employee thereof, in the performance of any function or duty of said department, or of such officer or employee.
