The city declares that it desires to qualify to receive aid from the state under the provisions of Chapter 1 of Title 4, Part 4 of the California Penal Code.

Pursuant to Section 13522 of Chapter 1 of the Penal Code, the
city will adhere to the standards for recruitment and training established
by the California Commission on Peace Officer Standards and Training.

City of West Sacramento reserve police officers who are assigned
to the general enforcement of the laws of this state by the city of
West Sacramento, and, who have completed the basic course, or possess
the reserve officer certificate issued by the commission on peace
officer standards and training, and, who meet the criteria established
by the Chief of Police, may be appointed by the Chief of Police to
receive full peace officer powers as provided in California Penal
Code Section 830.1(a) and authorized by California Penal Code Section
830.6(a)(2).
