For the purposes of this title, unless the provisions or the
context indicates otherwise, the terms and words defined in this chapter
shall have the meanings set forth in this chapter.

"Animal control center" means the facilities provided
by the city for the impounding of animals.

"At large" means an animal off the premises of its
owner and not under restraint by leash, or not under the control and
in the immediate presence of the owner or his or her agent.

"Chief, division of animal control" means the person
designated by the city manager as the chief of the division of animal
control for the city, and his or her duly authorized deputies.

"Dog" means any domesticated animal of the canine
family, including, but not limited to, domesticated coyotes, foxes,
dingoes, wolves or other wild species of the same.

"Health officer" means the health officer of the
city and any health department employee or other person duly authorized
by the health officer to act on his or her behalf.

"Kennel" means any enclosure, premises, building,
structure, lot or area in or on which five or more dogs at least four
months of age are kept, harbored or maintained for commercial purposes.

"Owner" means a person who possesses, has title
to or an interest in, harbors, or has control, custody or possession
of an animal; and the verb forms of "to own" include all
these shades of meaning.

"Person" means any person, firm, company, corporation,
partnership or association.

"Vaccination" means the inoculation of a dog with
canine anti-rabies vaccine approved by and in the manner prescribed
by the Department of Public Health of the state.

"Veterinarian" means a person licensed by the state
to practice veterinary medicine.

"Vicious animal" means any dog or other animal,
except a dog assisting a peace officer in law enforcement duties,
which has attacked any person or other animal, without provocation
by such person or other animal, at a place other than on private property
where the attacking animal is maintained by its owner, or at any place
within the city limits, unless the attack occurs within an enclosed
yard where the animal is maintained by or on behalf of its owner.
