Whenever a notice of hearing is required by the chief, such notice shall be sent by certified mail to the permittee, property owner and operator. The notice of hearing sent to the permittee, property owner or operator by the chief shall set forth the time and place of the hearing, the pertinent chapter section or sections, the ground or grounds upon which the enforcement action is based, and a brief statement of the factual matters in support thereof. The notice shall be given at least fifteen days prior to the hearing.

All hearings conducted pursuant to this chapter shall be conducted in accordance with the provisions of this chapter and Chapter 1.08 of this code.

Any applicant for a permit who is denied such permit or a permittee whose permit is revoked, suspended or modified by the chief may appeal to the board of appeals which shall have jurisdiction over such appeals in accordance with this section.
