The ordinance codified in this title shall be known as the "Uniform
Traffic Code" and may be cited as such, and will be referred to herein
as "this title."

It is the intent of the city council in adopting this title
to provide a comprehensive method for the identification and enforcement
of the traffic and parking regulations within the city.

Provisions of this title are supplementary and complementary
to all of the provisions of this code, state law, and any law cognizable
at common law or in equity, and nothing in this title shall be read,
interpreted or construed in any manner so as to limit any existing
right or power of the city to enforce traffic laws or regulations.

The provisions of this title apply generally to all property
throughout the city wherein any of the conditions hereinafter specified
are found to exist; provided, however, that any condition which would
constitute a violation of this title, but which is duly authorized
under any city, state or federal law, shall not be deemed to violate
this title.

The provisions of this title regulating the operation, parking
and standing of vehicles shall not apply to any vehicle of the police
or fire department, any public ambulance, or any public utility vehicle
or any private ambulance, which public utility vehicle or private
ambulance has qualified as an authorized emergency vehicle, when any
vehicle mentioned in this section is operated in the manner specified
in the
Vehicle Code in response to an emergency call.

A. The
following words and phrases, when used in this title, shall have the
meanings respectively ascribed to them in this section:
"Commercial vehicle"
means as defined by Section 260 of the
Vehicle Code of the
state of California, excluding any vehicle that is operated primarily
for agricultural production purposes. This exclusion shall not be
construed to include commercial vehicles used for the transportation
of agricultural products.
"Council"
means the city council of the city of West Sacramento.
"Curb"
means the lateral boundary of the roadway, whether such curb
is marked by curbing construction, or not so marked. The word "curb"
as used in this title does not include the line dividing the roadway
of a street from parking strips in the center of the street, nor the
tracks or right-of-way of public utility companies.
"Loading zone"
means the space adjacent to a curb reserved for the exclusive
use of vehicles during the loading or unloading of passengers or materials.
"Micro-mobility device"
means a device available to persons for renting on a self-service
basis, including bicycles, electric bicycles, scooters, motorized
scooters, or other transportation devices, excluding transportation
devices that must be registered with the California Department of
Motor Vehicles.
Official Time Standard.
Whenever certain hours are named in this title, they mean
standard time or daylight-saving time as may be in current use in
the city.
"Ordinance"
means the ordinance, rule or regulation adopted by the city
relating to the movement of traffic, and enforcement thereof.
"Parking meter"
means any mechanical device or meter not inconsistent with
this title placed or erected for the control or regulation of parking
by the authority of this title.
"Parking meter space"
means any space within a parking meter zone, adjacent to
a parking meter or controlled by a pay-by-space or pay-and-display
machine, which is duly designated for the parking of a single vehicle
by lines painted or otherwise durably marked on the curb or on the
surface of the street.
"Passenger loading zone"
means the space reserved for the exclusive use of vehicles
while receiving or discharging passengers.
"Pay-by-space/pay-and-display machine"
means any mechanical/electronic device or mechanism not inconsistent
with this title placed or erected for the control or regulation of
multiple parking meter spaces by the authority of this title.
"Police officer"
means every officer of the police department of the city,
or any officer authorized to direct or regulate traffic or make arrests
for violations of traffic regulations.
"Railroad train"
means a steam engine, electric or other motor, with or without
cars coupled thereto, operated upon rails, except streetcars.
"Streetcar"
means any device traveling exclusively upon rails.
"Traffic control device"
means any sign, road marking, signal or light placed for
the purpose of directing and controlling the flow of vehicle, pedestrian
or bicycle traffic.
B. Whenever
any words and phrases used in this title are not defined herein but
are defined in the
Vehicle Code of the state of California and amendments
thereto, such definitions shall apply.
C. Masculine
pronouns, such as "he" and "him," are utilized in the text of this
title for the sake of brevity, and are intended to refer to persons
of either sex.
