The city traffic administrator, subject to the review and approval
of the traffic committee, is authorized to establish, designate and
maintain crosswalks by appropriate devices, marks or lines upon the
surface of the roadway where in his or her opinion there is particular
danger to pedestrians crossing the roadway.

The city traffic administrator, subject to the review and approval
of the traffic committee, may install signs at or adjacent to an intersection
or other appropriate location directing that pedestrians shall not
cross. It is unlawful for any pedestrian to cross at the locations
prohibited by such signs.
