The City Manager shall supervise the Director of Parks and Recreation.

The Director of Parks and Recreation shall have the following powers and duties:
(a) 
To employ, under the direction of the City Manager, the required personnel, such as assistants, supervisors, leaders, and clerical and maintenance employees, in conformity with the City personnel rules and regulations and to supervise such personnel in the performance of their various duties;
(b) 
To administer, operate, and maintain existing recreation areas and facilities and plan for the acquisition, development, and operation of proposed facilities in accordance with policies approved by the Parks and Recreation Commission;
(c) 
To inform the general public of the services and facilities being provided by the Parks and Recreation Department;
(d) 
To cooperate, as directed by the Parks and Recreation Commission, with governmental and voluntary organizations and agencies in the furtherance of recreation and park opportunities and to improve the use of all recreation and park facilities by various organizations;
(e) 
To prepare manuals, bulletins, and reviews regarding recreation and park problems and keep adequate records of participants in each activity, as well as spectator attendance;
(f) 
To conduct studies of local conditions and needs for recreation and park services and assist with recruitment for the training of recreation and park personnel; and
(g) 
To prepare the budget requests for review by the Parks and Recreation Commission and present them to the City Manager.
