There is established in the city of Moreno Valley ("city"), and there shall hereafter be maintained in the city, the Moreno Valley Public Library.

The Moreno Valley Public Library shall be managed by the board of library trustees of the city. The members of the city of Moreno Valley city council shall serve as the library trustees and shall comprise the entire board of library trustees.

A. 
The trustees shall hold office as trustees concurrent with their respective tenures as members of the city council of the city and only for so long as they are members of the city council of the city.
B. 
Trustees of the library board shall receive such compensation for any and all work performed in their capacities as library trustees as may be established by ordinance of the city council.

A. 
The board of library trustees shall meet at least once a month at such times and places as they may fix by resolution.
B. 
Meetings of the board shall be governed by the Ralph M. Brown Act, Government Code Section 54950, et seq. The board may by resolution adopt rules and procedures for the conduct of its business.
C. 
A majority of the board shall constitute a quorum for the transaction of business. Any expenditures of funds shall be approved by an affirmative vote of three trustees.
D. 
The board shall appoint one of its number president, who shall serve for one year and until his or her successor is appointed, and in his or her absence shall select a president pro tem.
E. 
The board shall cause a proper record of its proceedings to be kept.

A. 
The board may make and enforce all rules, regulations, and bylaws necessary for the administration, government, and protection of the library, and all property belonging thereto.
B. 
The board, on or before August 31st in each year, shall report to the State Librarian on the condition of the library, for the year ending the preceding June 30th. The reports shall contain the information prescribed in Section 18927 of Article 2 of Chapter 5 of Part 11 of Division 1 of Title 1 of the California Education Code, and any sections amendatory or supplementary thereto.
C. 
Additionally, the board shall have all powers and be required as may be necessary or convenient to perform all duties as set forth in Chapter 5 of Part 11 of Division 1 of Title 1, commencing with Section 18900 of the California Education Code, and any sections amendatory or supplementary thereto.

All money acquired by gift, devise, bequest, or otherwise, for the purposes of the Moreno Valley Public Library shall be managed, apportioned, and administered pursuant to Chapter 5 of Part 11 of Division 1 of Title 1, commencing with Section 18900 of the California Education Code and any sections amendatory or supplementary thereto.

A. 
The Moreno Valley Public Library shall be forever free to the inhabitants and nonresident taxpayers of the city of Moreno Valley and of the service areas of the Riverside County Library System and the Inland Library System, subject to such rules, regulations, charges, and bylaws as may be made by the board of library trustees pursuant to applicable law. Persons violating any rules, regulations, or bylaws may be fined or excluded from the privileges of the library.
B. 
The board of library trustees may contract with neighboring municipalities, Riverside County Board of Supervisors, the Riverside County Library System, or the Inland Library System to lend the books of the library to residents of the county or neighboring municipality, upon reasonable terms and conditions.
C. 
The city of Moreno Valley shall hold title to all property acquired for library purposes, unless title in the city is inconsistent with the terms of acquisition.
