Except as provided in Section 6.08.030, it shall be unlawful to own, keep or control any dog unless a license has been procured therefore as provided in this Article.

The provisions of Section 6.08.020 do not apply to the following:
A. 
Dogs under the age of four months;
B. 
Service dogs;
C. 
Dogs owned, kept, in the custody of, or controlled by nonresidents of the City who are traveling through or visiting the City for a period of 30 days or less;
D. 
Dogs brought to the City exclusively for the purpose of entering the same in any dog show or exhibition, and which are actually entered in and kept at such show or exhibition;
E. 
Dogs under treatment in the custody and control of animal hospitals, or veterinary facilities;
F. 
Dogs for sale in duly licensed pet shops;
G. 
Dogs owned, kept, or controlled by any person having a permit to keep and maintain a kennel, and provided that such dogs are kept enclosed within such pet shop or kennel; and
H. 
Dogs under the ownership, custody, and control of the owner of a kennel duly licensed under the provisions of this Article or his or her duly authorized employee or agent when such dogs are removed from such kennel in the bona fide operation thereof for the purpose of exercise or training, provided that any such dog shall bear an identification tag attached to a collar, harness, or other device, which tag shall be of a size and type designated by the Animal Control Officer, furnished at the sole cost and expense of the owner of such kennel, setting forth the name and address of such kennel. A dog bearing such tag shall be treated in all respects as a licensed dog in the event of its escape and subsequent impoundment.

Every person owning, keeping or having control of any dog within the City shall pay the license fee required by the City Council by resolution for the calendar year commencing January 1st and ending December 31st, or any part thereof, before the first day of March of the current year, or within 30 days after said dog attains the age of four months or is first brought into the City, whichever be the earliest; and upon failure to do so shall pay the penalty specified by Council resolution.

The Animal Control Officer shall not license any dog until it has been vaccinated with an approved canine anti-rabies vaccine of modified live virus chick embryo origin, by injection or other method approved by the Health Officer, and the owner or person in possession of said dog submits a certificate of vaccination from a licensed veterinarian certifying the vaccination of such dog within 18 months of January 1st of the year for which the license is to be issued.

A. 
The Animal Control Officer shall be the issuing authority for dog licenses. Upon payment of the license fee hereinabove provided and upon presentation to the license collector of a valid vaccination certificate, as hereinabove provided, there shall be issued a license certificate stating the year for which such license fee is paid, the date of payment, the name and resident address to whom such license is issued, the name, breed, and sex of the dog licensed, and the number of the license tag hereinafter provided for. Such certificate shall be delivered to the person paying such license fee, and one copy shall be retained by the Animal Control Officer. All receipts and records of the Animal Control Officer shall be kept in the office of the public pound as part of the records during the period of at least three years. The Animal Control Officer shall at the same time issue and deliver to the person paying such license fee, a tag of such form and design as the Animal Control Officer shall designate, with the words "Santa Barbara County Dog License" and a serial number and the calendar year for which issued, plainly inscribed thereon. The license tag shall be securely affixed to a collar, harness, or other device which shall be at all times worn by such dog.
B. 
The Animal Control Officer may deputize any duly qualified and licensed veterinarian, the Santa Barbara Humane Society, or any pet shop having a valid permit from the Animal Control Officer, to license any dog, collect the license fee thereon, and issue to the person paying said fee the dog tag provided for, upon presentation by said person to the License Collector of a valid vaccination certificate as hereinabove provided. Any person so authorized by the Animal Control Officer to perform the aforementioned acts shall account to the Animal Control Officer not less than once each month for all dogs so licensed and all license fees collected.

If any dog license tag shall be lost or stolen, the person owning, possessing, or having control of the dog for which the same has been issued, shall be entitled to receive a duplicate of such tag by presenting to the Animal Control Officer the original certificate showing ownership of such tag and subscribing to an affidavit sufficiently showing that such tag was stolen or lost. The Animal Control Officer, upon receipt of a fee established by Council resolution, shall issue a properly numbered duplicate tag, and shall keep on file in his or her office the original affidavit, upon which such duplicate tag was issued.
