No person shall distribute, peddle, throw or deliver, in the City, along or upon any public street, park, building or other public place, into or upon any vehicle of another person or into or upon any yard or portion of the premises of the real property of another person any handbill, pamphlet, poster, newspaper or other matter written, printed or drawn upon. Provided, however, that the provisions of this Section shall not apply to the handing out of any of said printed matter to any person willing to accept it, nor shall this Section apply to the distribution or delivery of any of said printed matter to or upon any vehicle or premises with the consent of the owner or occupant thereof. The consent of the owner or occupant shall be presumed (1) as to all bona fide subscribers of any magazine or newspaper; and (2) as to persons distributing or delivering such printed matter on a one-time or occasional basis to or upon the premises of another when such printed matter is placed within a building or otherwise secured to or upon the premises in such a manner as to prevent its removal from the premises by wind or other natural causes.

A. 
No person shall post, print, stick, stamp, tack or otherwise affix, or cause the same to be done by any other person any notice, placard, bill, card, poster, sticker, banner, tin sign, advertisement or other device, calculated to attract the attention of the public, to or upon any public sidewalk, crosswalk, curb, curbstone, lamppost, fire hydrant, tree, railroad trestle, electric light or power, telephone, telegraph or trolley-wire pole, or upon any fixture of the fire alarm, police or telegraph or lighting systems of the City.
B. 
No person shall post, print, stick, stamp, tack or otherwise affix, or cause the same to be done by any other person any notice, placard, bill, card, poster, sticker, banner, tin sign, advertisement or other device, calculated to attract the attention of the public, to or upon any building, wall or part thereof or to or upon any private property without the consent of the owner, agent or occupant thereof.
C. 
This Section shall not apply to the posting of legal notices by public officers or attorneys in the manner and places prescribed by law, to permanent signs painted on buildings, to signs advertising the business painted on buildings, to signs advertising the business painted on buildings, or to signs advertising the business conducted on the premises.
