This Chapter shall be known as the "Parks and Recreation Ordinance of the City of Lompoc."

A. 
In general, unless the particular provision of the context otherwise requires, the definitions and provisions contained in this Section shall govern the construction, meaning, and application of words and phrases used in this Chapter, and, except to the extent that a particular word or phrase is otherwise specifically defined in this Section, the definitions and provisions contained in Section 1.04.020 shall also govern the construction, meaning, and application of words and phrases used in this Chapter. The definition of each word or phrase shall constitute, to the extent applicable, the definition of each word or phrase which is derivative from it, or from which it is a derivative, as the case may be.
"Director"
means the Director of Parks and Recreation of the City of Lompoc.
"Parks"
means a place, park, structure, area or other facility under the jurisdiction of the City used for community recreation, whether or not used for other purposes including playgrounds, playing fields or courts, swimming pools, gymnasiums, auditoriums, rooms for arts and crafts and meeting places.

A. 
Appointment. The City Manager may appoint a Parks and Recreation Director.
B. 
Powers and Duties.
1. 
The Director shall have charge of all recreation programs and recreation equipment, buildings, parks and playgrounds and the maintenance thereof.
2. 
The Director shall have all powers given to him or her by the terms of this Chapter and as from time to time may be prescribed by the Parks and Recreation Commission or City Council.
3. 
The Director may adopt rules and regulations for the carrying out of his or her powers. The Director shall enforce those rules and regulations and those adopted by the Parks and Recreation Commission.
4. 
The Director has emergency powers to regulate the activity of persons or property within the park, and the right to refuse permission for anyone to enter, use or remain on or in any park and may exclude or remove any person therefrom. "Emergency" means any social or physical situation in which either persons or property are endangered.

A. 
Subject to Section 2.52.020 the Commission may recommend to the Council rates, charges and deposits for the use of any park or portion thereof, or personal property, and may recommend to Council the establishment of rules necessary and incidental to the use of the park or property and payment or collection of the rate or charge therefor.
B. 
No person shall fail to obey any such regulation upon having notice, thereof, and enforcement of such regulation shall be in accordance with this code.
