A. 
The specifications contained in this Chapter shall govern all construction work in street or alley surfacing, whether done by the City or by a private person required by contract, ordinance or law to provide for it and such work shall be done in accordance with this Chapter.
B. 
These specifications shall not apply to repair and maintenance unless it is of a portion of a street or alley already constructed according to these standards. The City Council shall be the sole judge as to whether or not a particular work is maintenance or new construction, and if maintenance, whether this Chapter applies.

A. 
When used in this Chapter the term "State standards" shall mean the "Standard Specifications" of the State Department of Public Works, Division of Highways, current edition.
B. 
Such State standards are adopted, with the exceptions, amendments and deletions specified in this Chapter and three copies of such standards shall be on file with the City Clerk and available for public inspection at business hours.
C. 
These standard specifications shall be official insofar as they are applicable to City, street and highway construction; provided, that the provisions therein regarding payment for different items of work are not a part of this Chapter. Compliance with these standard specifications shall be determined by test procedures in current use by the Division of Highways. The cost of such tests required by the City Engineer to determine compliance shall be paid by the contractor.

A. 
Whenever in the State standards adopted by this Chapter the following terms are used, they shall have the following meanings:
"Cross-sections"
shall mean the details of construction adopted by the City Council as standard cross-sections.
"Department of Public Works" or "Division of Highways"
shall mean the Superintendent of Streets.
"Engineer"
shall mean the City Engineer.
"Laboratory"
shall mean any laboratory designated by the City to test material and work.
"State"
shall mean the City.
B. 
Other terms shall have the meanings provided in Section 1 of the State standards.

All street construction shall be asphalt concrete surfacing upon the base specified in this Chapter. Such asphalt concrete shall conform to the requirements of the State standards and shall have a minimum thickness of two inches after compaction. The paving asphalt shall have a penetration as determined by the City Engineer and shall conform to the State standards. Two by four wolmanized or redwood headers shall be installed on any pavement not abutting on a concrete curb or gutter.

The construction and surfacing of all alleys shall be the same as required for street construction under Section 12.20.050; except, that wolmanized headers shall not be required, and the finished surface of the alley shall have a three-inch inverted crown. It shall conform to the lines and grades shown on the approved plans and cross-sections.

The minimum grades for all streets and alleys shall be one fifth of one percent from level, or two-tenths percent. The streets shall be designated so that stormwater can be collected at street intersections and alleys so that storm water shall drain toward a street.

The subgrade of streets and alleys under this Chapter shall be in accordance with the provisions of the State standards.

The prepared subgrade under this Chapter shall be covered with aggregate base material in accordance with the State standards. The aggregate used shall conform to the grading as specified for one and one-half inch maximum aggregate; except, that the maximum percentage passing the No. 200 sieve shall not exceed 12. The base shall be eight inches minimum thickness unless structural design approved by the City Engineer and based on the methods of the Division of Highways (Hveem Stabilometer) would permit a lessor depth. With the structural design the minimum traffic index used shall be as follows:

The aggregate base shall be placed in layers not exceeding four inches each in thickness.

No penetration treatment of the prepared base under this Chapter shall be required. After the installation of the asphalt concrete surfacing the finished surface shall be sealed with a fog seal coat in accordance with the State standards.
