A. 
The subdivider, or any tenant of the subject property, in the case of a proposed conversion of residential real property to a condominium project, community apartment project, or stock cooperative project, or an interested person adversely affected, may file an appeal to the City Council concerning any action of the Planning Commission with respect to the approval, conditional approval, or denial of a tentative or parcel map.
B. 
A notice of appeal under this section shall be filed within 10 days after the decision of the Planning Commission that is the subject of the appeal in accordance with the requirements of Chapter 1.32 of this Code. Notwithstanding any other provision of this Code, the hearing shall be held and noticed in accordance with, and shall be subject to, the timelines and other requirements of Government Code Section 66452.5, or any successor statute.

Pursuant to Government Code Sections 66452.6(e) and 66463.5(c), or any successor statutes, if the Planning Commission denies a request for the extension of a tentative map, the applicant may appeal to the City Council by filing a notice of appeal within 15 days after the Planning Commission denies the extension in accordance with the requirements of Chapter 1.32 of this Code.

If the Planning Commission denies a request for a one-year extension of the rights conferred by a vesting tentative map pursuant to Government Code section 66498.5(c) or any successor statute, the applicant may appeal to the City Council by filing a notice of appeal within 15 days after the Planning Commission denies the extension in accordance with the requirements of Chapter 1.32 of this Code.
