MOBILE HOME
A single-family dwelling unit that has the following characteristics:
1. 
Designed for long-term occupancy containing sleeping accommodations, flush toilet, tub or shower bath, and kitchen facilities, with plumbing and electrical connections provided for attachment to outside systems.
2. 
Designed to be transported after fabrication as a single unit on its own wheels, flat bed, other trailer or detachable wheels.
3. 
Arrives at site where it is to be occupied as a dwelling unit complete with major appliances and furniture and ready for occupancy except for minor and incidental unpacking and assembly operations, location on foundation supports, connection to utilities, and the like.
4. 
Designed to be placed on non-permanent foundation supports which can be removed to allow home to be moved on its own wheels, flat bed, other trailer or detachable wheels.
5. 
Designed as a permanent living unit, as opposed to a recreational vehicle which is self propelled and designed for vacation housing.
6. 
A prefabricated home or structure shall not be considered a mobile home.
MOBILE HOME PARK
Any parcel of land upon which two (2) or more mobile homes are located, regardless of whether or not a charge is made for such accommodation.

A. 
Permit Required. No person, firm or corporation shall place, locate, possess, maintain or own a mobile home, other than in a mobile home park on any real estate within the City of Clarksburg, Missouri, except with a valid permit issued by the Board of Aldermen.
B. 
Permit Fee. The fee for issuance of each permit shall be twenty-five dollars ($25.00). The permit does not require renewal.
C. 
Requirements For Issuance Of A Permit.
1. 
No permit shall issue for any parcel of real estate upon which property taxes are delinquent.
2. 
The applicant shall provide written certification that:
a. 
The proposed mobile home either has connection to municipal water and sewer service or will be so connected within thirty (30) days of installation of the mobile home;
b. 
The proposed mobile home will not be located within thirty (30) feet of any public street or of any adjoining lot;
c. 
The proposed mobile home is or, within thirty (30) days will be, adequately tied down;
d. 
The proposed mobile home is or, within thirty (30) days following installation will be, equipped with skirting which completely encloses the area beneath the mobile home; and
e. 
The site for each mobile home shall be first equipped with two (2) reinforced concrete runners three (3) by seventy (70) feet by six (6) inches thick with appropriate reinforcement, spaced fifty-six (56) inches apart and the area between the runners shall be filled with six (6) inches of compacted gravel, for a single unit mobile home, or two (2) sets of runners as specified for a double-width unit, on which the mobile home shall be placed.
3. 
Upon receipt of the permit application and fee, the Board of Aldermen shall present the same to the Board, which upon majority vote shall direct the Board to issue such permit. In the event no permit is ordered, the Board shall refund the permit fee.
D. 
Revocation Of Permit. The Board of Aldermen may revoke any permit upon proof that the permittee fails to meet the requirements for issuance of a permit as set forth above. Revocation shall occur only following thirty (30) days' written notice, either served by the Police Chief to the permittee, or mailed by the Police Chief to the permittee's last known address, that the permit will be revoked unless the permittee comes into compliance with permit requirements.
E. 
Penalty for Violation. Any person, firm or corporation which shall place, locate, possess, maintain or own a mobile home within the City of Clarksburg, Missouri, in violation of this Chapter shall be guilty of an ordinance violation. Each day during which such violation shall be permitted to exist shall be a separate offense and violation. Each violation shall be punishable by a fine as set forth in Chapter 100, Article III, of this Code.
F. 
No permit shall be required for any mobile home as located within the City of Clarksburg, Missouri, as of August 2, 2002.

A. 
License Required. No person, firm or corporation shall establish, own, operate or maintain a mobile home park within the City of Clarksburg without a valid license therefor from the Board of Aldermen.
B. 
License Fee.
1. 
The annual license fee for each park shall be fifty dollars ($50.00) for each park and an additional ten dollars ($10.00) for each mobile home located within the park.
2. 
The annual license fee shall be due and payable in advance on the first day of each year, provided, that the fees for a new license issued after the first day of any year shall be, for the part of the year then remaining, one-twelfth (1/12) of the annual fee for each month or part thereof from the date of issuance to January 1 thereafter.
C. 
Requirements For Issuance Of License.
1. 
No license shall be issued or renewed to any person, firm or corporation owing delinquent taxes to the City, nor shall a license issue or be renewed when property taxes to the City are delinquent on the parcel of ground on which the park is located.
2. 
Requirements.
a. 
The applicant shall provide written certification that the park:
(1) 
Has municipal water and sewer service connected to all mobile homes;
(2) 
Has sufficient off-street parking for all occupants of the park;
(3) 
Has no mobile home located within thirty (30) feet of any other mobile home, or a public street or the other boundaries of the park;
(4) 
Has adequate lighting of all driveways and walkways;
(5) 
Has all mobile homes securely tied down; and
(6) 
Has skirting installed on all mobile homes, which completely encloses the area beneath each mobile home.
b. 
In addition, the site for each mobile home shall be first equipped with two (2) reinforced concrete runners three (3) feet by seventy (70) feet by six (6) inches thick with appropriate reinforcement, spaced fifty-six (56) inches apart and the area between the runners shall be filled with six (6) inches of compacted gravel, for a single unit mobile home, or two (2) sets of runners as specified for a double-width unit, on which the mobile home shall be placed.
3. 
Upon receipt of the appropriate license fee and application certification, the Board of Aldermen shall present the same to the Board, which upon majority vote shall direct the Board to issue such license. In the event no license is ordered the Board shall refund the license fee.
D. 
Revocation Or Non-Renewal Of License. The Board of Alderman may revoke or not renew any license upon proof of violation by the licensee of the requirements of this Chapter, or of any other State law or City ordinance controlling or relating to health, sanitation, fire protection, public peace or public morality.
E. 
Penalty For Violation. Any person, firm or corporation which shall establish, own, or who shall suffer, allow or permit an unlicensed mobile home park to exist upon real estate owned by such person, firm or corporation, shall be guilty of an ordinance violation. Each day during which such violation shall be permitted to exist shall be a separate offense and violation. Each violation shall be punishable by a fine as set forth in Chapter 100, Article III, of this Code.
