The Council shall hold its regular meetings on the second and fourth Wednesday of each month beginning at 7:00 p.m. local time, except when said day falls on a legal holiday, in which event the Council shall meet at the same hour on the following day. Regular meetings may be canceled by the Council if done at an earlier regularly scheduled meeting; however, Council must meet at least once each month.

The Council shall meet at the Community Center unless its members determine another location for a special purpose meeting. All meetings of the Council shall be open to the public. The minutes of Council meetings shall be kept in a book to be known as the journal which shall be a public record.

The Council shall cause to be posted at the door of City Hall and the Community Center, at least 24 hours before each regular meeting, a notice of the place, date, and hour of such meeting. The notice shall also include a list of the principal subjects anticipated to be considered at the meeting, but this requirement shall not limit the ability of a governing body to consider additional subjects.

In accordance with City Charter, Chapter IV, Section 13, the Mayor upon his/her own motion may, or at the request of two members of the Council shall, by giving notice thereof to all members of the Council then in the City, call a special meeting of the Council for a time not earlier than three nor later than 48 hours after the notice is given. Special meetings of the Council may also be held at any time by the common consent of all the members of the Council.

At any regular meeting, the Council may recess to a specified time thereafter, and the recessed meeting shall be deemed a regular meeting at which all business shown on the agenda for the regular meeting may be transacted in the same manner and with the same force and effect as at a regular meeting held at the time appointed by this chapter.

In the transaction of legislative business, the Council shall act only by ordinance. The ayes and nays shall be recorded upon each ordinance and entered in the journal.

In the transaction of administrative business, the Council may act by ordinance, resolution or motion. The ayes and nays shall be recorded for each ordinance or resolution and entered in the journal.

The minutes of the last regular meeting and the minutes of recessed or special meetings, if any, shall be read at each regular meeting before proceeding with other business. The order of business shall be determined by the Mayor and/or City Recorder/Treasurer.

All parliamentary questions which may arise before the Council, which are not otherwise provided for, shall be determined by Robert's Rules of Order, Newly Revised.

At its first regular meeting of every odd numbered year, the Council shall elect, by a majority vote, a president from its members. In the Mayor's absence or disability precluding him or her from performing the essential functions of the position, with or without reasonable accommodation the President shall perform the duties of the Mayor. In the absence of both the Mayor and president, the other members of the Council shall select one of their number to perform the duties of president during such absence.

The Mayor will state the ground rules at the beginning of each meeting. The Mayor will announce how and when citizens can comment on specific agenda items.

A person who wishes to address the Council shall indicate that he/she wishes to do so in a reasonable manner which is not disruptive to the meeting. A person shall raise his/her hand or indicate on a sign-in sheet, if one is available, that he/she wishes to address the Council. If a person is not physically able to raise his/her hand or sign in, such person may indicate to the Council in some other manner that he/she wishes to be recognized. Once recognized by the Council, the person shall provide his/her name and address for the record and shall limit his/her testimony or presentation to two to five minutes at the discretion of the presiding officer.

The presiding officer has the authority to preserve order at all meetings of the Council, to cause the removal of any person from any meeting for disorderly conduct and to enforce the rules of the Council. The presiding officer may command the assistance of any peace officer of the City to enforce all lawful orders of the presiding officer to restore order at any meeting.
