There is created and established in the city a planning commission.

The planning commission shall be the planning agency of the city.

The planning commission shall consist of five members who shall be appointed by the city council. The mayor shall submit to the city council the name of any person proposed for appointment to the planning commission, and, upon such appointment by the city council, the name of the appointee shall be recorded in the minutes of the city council meeting.

Members of the planning commission shall receive no salary, provided, however, that nothing in this chapter, shall preclude reimbursement for actual and necessary expenses incurred by a member of the planning commission in the performance of official duties for the city.

A. 
The five members of the planning commission shall serve terms of four years and shall continue in office until their respective terms expire unless sooner removed as provided in the ordinance codified in this section, and their successors shall be appointed for terms of four years. If a vacancy shall occur, other than by expiration of the term of office, it shall be filled by appointment by the mayor with the approval of the city council for the unexpired term. The term of any planning commissioner shall be ex-tended for that length of time as may be necessary and convenient to appoint and set a successor planning commissioner.

The planning commission members shall be appointed to their customary scheduled terms to commence on January 1 of even-numbered years.

Any member of the planning commission may be removed at any time by a majority vote of the entire city council.

The powers, functions and duties of the planning commission shall be as set forth in the statutes of the state, applicable ordinances of the city, and such matters as may be assigned to the planning commission by resolution of the city council.

Regular meetings of the planning commission shall be held at such time and place as is determined by resolution of the city council.
