It is found, determined and declared, pursuant to Health and Safety Code § 33101, that there is a need for the redevelopment agency, created by Health and Safety Code § 33100, to function in the city, and said agency is authorized to transact business and exercise its powers under the Community Redevelopment Law of the state (Health and Safety Code § 33000 et seq.).

Pursuant to the provisions of Health and Safety Code § 33200, the city council declares itself to be said agency, and all the functions, rights, powers, duties, privileges and immunities vested by the Community Redevelopment Law in said agency shall be, and they are, vested in the city council.

The city council appoints the city manager to serve as executive director of the redevelopment agency.

The city clerk shall cause a certified copy of this chapter to be filed in the office of the Secretary of State of the State of California, and the clerk of the county pursuant Health and Safety Code § 33102.
