The purpose of these design standards and guidelines is to assist
developers and designers in understanding and complying with the city's
standards for building and site design. The standards and guidelines
are based upon community design goals as expressed in the general
plan to encourage the orderly and harmonious appearance of structures
and property along with associated facilities, such as signs, landscaping,
parking areas, and streets. They establish a high standard for design
quality but are flexible enough to allow individual expression and
imaginative solutions.

The provisions of this article may be required based on the zoning of a property or the use of a property unless otherwise specified in this article. Any addition, remodeling, relocation, or construction requiring a building permit within any zone is subject to the design standards and guidelines of this article. In addition, projects may be subject to site development review (section 17.16.100), minor design review (section 17.16.130), or major design review (section 17.20.040). The following types of design provisions apply:
A.
Standards.
These provisions are requirements for the project with limited flexibility.
B.
Guidelines.
The project should address the design guidelines, but some flexibility
is permitted in how they are achieved.
