It is unlawful for any person to throw, drop, leave, dump, bury,
burn, place, keep, accumulate or otherwise dispose of any refuse upon
private or public property either with or without intent to later
remove the same from such property, or upon any street, way, sidewalk,
gutter, stream or the banks thereof, or any other public place.
The city shall pay a reward in the amount of fifty dollars to
any person furnishing information leading to the arrest and conviction
of any person violating any provision of this section.
