All special committees shall be appointed by the Presiding Officer, unless otherwise directed by the Council.

The Council may appoint standing committees and the rules of proceedings in the Council shall be observed in the committee, as far as may be applicable.
The Council may appoint a temporary advisory committee composed solely of less than a quorum of the Council for a limited or single purpose that is not perpetual and will dissolve upon completion of its specific task. Ad hoc committees are not subject to the open meeting requirements of the Ralph M. Brown Act.
