is defined as any member of the family canis familiaris customarily kept as household pets and shall include the female as well as the male.

No more than two adult dogs can be kept on any property unless an Animal Fancier Permit is obtained from the City Manager pursuant to the procedure set forth in Chapter 8.20 for the obtaining, renewal, revocation and suspension of permits for exotic animals. The Animal Fancier Permit is required in addition to the individual licensing of each dog.

The issue born of any dog which increases the total number upon any property beyond two shall be removed from the property not later than ten weeks from birth, unless an Animal Fancier Permit shall have first been obtained.
