Compliance pursuant to Articles 7 and 9 shall satisfy the provisions of this chapter only as long as there is no increase in noise emissions thereunder.

Any violation of this chapter is an infraction. Each twenty-four-hour day or fraction thereof that such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such.

As an additional remedy, the operation or maintenance of any device, instrument, vehicle or machinery in violation of any provision of this chapter, so as to cause a noise disturbance, shall be deemed and is hereby declared to be a public nuisance and may be subject to abatement summarily by a restraining order or injunction issued by a court of competent jurisdiction.

If any provision of this chapter is held to be unconstitutional or otherwise invalid by any court of competent jurisdiction, the remaining provisions of this chapter shall not be invalidated.
