There is created a parks, recreation and community services
commission in and for the city.

The parks, recreation and community services commission shall
consist of five voting members and up to two Glendale students who
shall be non-voting members. The voting members of the parks, recreation
and community services commission shall be appointed by the council.
The nonvoting student members of the parks, recreation and community
services commission shall be appointed by a majority vote of its voting
members. The parks, recreation and community services commission shall,
by resolution, establish the qualifications, term, procedure, standards
and rules for the appointment of the nonvoting student members to
the commission subject to the limitations of this chapter; provided
that the parks, recreation and community services commission shall
have at least one student commissioner. Members of the parks, recreation
and community services commission shall serve without compensation.

Each voting member of the parks, recreation and community services
commission shall be a qualified elector of the city at the time of
appointment and during incumbency. Each nonvoting student member shall
be a resident of Glendale at the time of appointment and during incumbency.
Each nonvoting student member shall be enrolled in high school level
or college and shall not be older than 25 years of age at the time
of appointment. To the extent the parks, recreation and community
services commission appoints two student nonvoting members, it shall
endeavor to appoint one high school student and one college student.

Whenever, in the discretion of the council, the best interests
of the city shall be served, any member of the parks, recreation and
community services commission, including a student nonvoting member,
may be removed from office by a majority vote of the council. In addition,
any nonvoting student member of the commission may be removed by a
majority of the voting members of the parks, recreation and community
services commission when they determine it is in the city's best interests
to do so.

The voting members of the parks, recreation and community services
commission shall elect from their members a president and a secretary,
who shall each hold office for one year.

The parks, recreation and community services commission shall
meet in regular session at least once a month at a time and place
selected by vote of its voting members.

It shall be the duty of the president to preside over all meetings
of the parks, recreation and community services commission. In the
president's absence, a president pro tempore may be elected by the
voting members to preside.

It shall be the duty of the secretary to keep a record of all
proceedings of the parks, recreation and community services commission
and transmit its recommendations to the council.

Special meetings of the parks, recreation and community services
commission may be called by the president or by any three voting members
by providing notice in the manner required by the Ralph M. Brown Act.

Three voting members of the parks, recreation and community
services commission shall constitute a quorum, but a lesser number
may adjourn from time to time to a day certain.

The powers and duties of the parks, recreation and community
services commission shall be to plan and recommend by regular reports
to the council such action as may be necessary to create and develop
an adequate and complete system of parks, playgrounds, bathing facilities
and recreation centers and facilities; to manage, organize, direct
and supervise various properties and facilities for public parks and
public recreation; to take charge of and supervise parks and playgrounds
and activities thereon, recreation and social centers, playfields,
natatoriums and similar facilities; to supervise and provide for the
community sports of all kinds, community singing, music, games, plays,
celebrations and similar activities; and to cooperate with individuals,
firms or organizations interested in public recreation. It shall be
the duty of the commission and it shall have power to provide such
clean and wholesome recreation and amusement for the citizens of the
city as it shall deem advisable.

A. Except
where rates, fees or charges have been or may hereafter be established
by the council by ordinance for the use of or entrance upon or to
any property or facility, including the civic auditorium parking garage,
which is in charge of or under the management, care, control or supervision
of the parks, recreation and community services commission, or the
director, the commission may, from time to time, by resolution, establish
reasonable rates, fees and charges therefor.
B. Whenever the commission schedules a course of instruction for a skill, sport or hobby, or in some phase of the arts and crafts, or whenever it establishes a special recreational program involving participation in sports or for a special outing, including but not limited to a day camp program, it may in the exercise of its discretion establish by rule a reasonable fee therefor to aid in defraying the cost of such course or program; provided, further, that notwithstanding the provision of Chapter
4.08 of this code relating to refunds, the commission shall also have the authority to provide by duly enacted rules for the refund of such fees where there is, in the commission's sole determination, good cause for such refund.

All officers, departments and department heads of the city shall
render cooperation and all reasonable and necessary assistance to
the parks, recreation and community services commission. The commission
may select and consult with such additional committees as it may deem
advisable.

Neither the parks, recreation and community services commission,
nor any person connected with the commission shall incur any financial
liability in the name of the city.
