An arts and culture commission is established in and for the
city.

The arts and culture commission shall consist of five voting
members and up to two students who shall be nonvoting members.

The voting members of the arts and culture commission shall
be appointed by the council. The nonvoting student members of the
arts and culture commission shall be appointed by a majority vote
of its voting members. The arts and culture commission shall, by resolution,
establish the qualifications, term, procedure, standards and rules
for the appointment of the nonvoting student members to the commission
subject to the limitations of this chapter; provided that the arts
and culture commission shall have at least one student commissioner.
Members of the arts and culture commission shall serve without compensation.

A. At least
three voting members of the arts and culture commission must have
substantial professional expertise as:
1. An
artist, designer, arts educator, or arts administrator in the fields
of the performing, visual, folk or literary arts, or architecture;
or
2. A
community leader with an acknowledged record of stewardship of the
arts.
B. All
members must have a demonstrated interest, competency and knowledge
of the arts.
C. Each
voting member of the arts and culture commission must be a qualified
elector of the city at the time of appointment and during incumbency.
Each nonvoting student member must be a resident of Glendale at the
time of appointment and during incumbency. Each nonvoting student
member shall be enrolled in high school level or college and shall
not be older than 25 years of age at the time of appointment. To the
extent the arts and culture commission appoints two nonvoting student
members, it shall endeavor to appoint one high school student and
one college student.

Any member of the arts and culture commission, including a student
member, may be removed by a majority of the council when, in the discretion
of the council, the best interests of the city will be served. In
addition, any student member of the commission may be removed by a
majority vote of the commission when, in the discretion of the commission,
the best interests of the city will be served.

The arts and culture commission shall select one of its voting
members as chairperson of the commission. In the case of the absence
of the chairperson, the members present at any meeting shall select
one of the voting members present to act as chairperson pro tem. The
individual selected as chairperson shall serve for one year.

A. The
commission shall meet at least once a month at such time and place
as the commission may fix by resolution.
B. Special
meetings of the commission may be called at any time by the chairperson,
or three voting members thereof by written notice served upon each
member as required by the Ralph M. Brown Act.
C. All
meetings of the commission shall be open to the public and held in
compliance with the provisions of the Ralph M. Brown Act. The arts
and culture commission shall keep a record of minutes of all its proceedings
and actions which shall be available for public inspection.

Three voting members of the arts and culture commission shall
constitute a quorum for the purpose of conducting business, but a
lesser number may adjourn from time to time.

The commission shall cause a record to be kept of all of its
proceedings, and for that purpose may select one of its voting members
as secretary or may delegate that responsibility to the director of
library, arts and culture, or his/her designee, to provide such stenographic,
tape recording or other assistance as is necessary in keeping the
records of the proceedings.

The powers and duties of the arts and culture commission shall
be to plan and provide by regular reports to the council for the arts
in Glendale; to promote art activities and education; to serve as
an advisory group on arts and culture policies to the council and
city boards and commissions; to advise the council on the need for
inclusion of, and the role of arts in economic development; to reinforce
the city's identity and civic pride through arts and culture; to recognize
and promote the importance of the arts in the city's quality of life;
to perform other duties as may be imposed upon it by the council by
ordinance or resolution.

The arts and culture commission may adopt, from time to time,
such rules of procedure as it may deem necessary to properly exercise
its powers and duties. All rules shall be kept on file in the offices
of the director of library, arts and culture and a copy thereof shall
be furnished to any person upon request. In all procedural matters
and considerations not otherwise provided for in this chapter or in
the rules of procedure, the proceedings of the commission shall be
governed by Roberts Rules of Order and the Ralph M. Brown Act.

A. The
director of library, arts and culture or his/her designate shall be
the staff advisor to the commission. The director of library, arts
and culture shall provide advice and assistance as requested by the
commission.
B. All
other officers, departments, and department heads of the city shall
cooperate and render all reasonable and necessary assistance to the
arts and culture commission.

Neither the arts and culture commission nor any individual member
thereof shall incur any financial liability in the name of the city
as the result of any act or omission in connection with the performance
of their duties as a member of the arts and culture commission.
