A transportation and parking commission is established in and
for the city.

The transportation and parking commission shall consist of five
voting members and up to two students who shall be nonvoting members.
The voting members of the transportation and parking commission shall
be appointed by the council. The nonvoting student members of the
transportation and parking commission shall be appointed by its voting
members. The transportation and parking commission shall, by resolution,
establish the qualifications, term, procedure, standards and rules
for the appointment of the nonvoting student members to the commission
subject to the limitations of this chapter; provided that the transportation
and parking commission shall have at least one student commissioner.
Members of the transportation and parking commission shall serve without
compensation.

A.
Each
voting member of the transportation and parking commission shall be
a qualified elector of the city at the time of appointment and during
incumbency.
B.
Each
nonvoting student member of the transportation and parking commission
shall be a resident of Glendale at the time of appointment and during
incumbency. Each nonvoting student member shall be enrolled in high
school level or college and shall not be older than 25 years of age
at the time of appointment. To the extent the transportation and parking
commission appoints two nonvoting student members, it shall endeavor
to appoint one high school student and one college student.
C.
At least
three voting members of the transportation and parking commission
shall be persons who either currently or previously as a result of
their training, experience and attainments are qualified to analyze
and interpret transportation and parking information, including, but
not limited to, transportation planning, transportation program management,
transportation and advisory agency, civil engineering, transportation,
traffic engineering or urban planning.

Whenever the council determines, in its sole discretion, that
the best interests of the city shall be served, any member of the
transportation and parking commission, including a student member,
may be removed from office by a majority vote of the council. In addition,
any student member of the transportation and parking commission may
be removed by a majority vote of the commission when it determines
the best interests of the city will be served.

The transportation and parking commission shall select one of
its voting members as chairperson of the commission. The chairperson
so appointed shall serve in such capacity for one year unless reappointed
for a further term by the commission. It shall be the duty of the
chairperson to preside over all meetings of the commission. In case
of the absence of the chairperson, the voting members present at any
meeting shall select one of their number to act as chairperson pro
tempore.

A.
The
transportation and parking commission shall meet in regular session
at least once every two months at a time and place selected by a vote
of its members.
B.
Special
meetings of the transportation and parking commission may be called
by the chairperson or any three voting members. Written notice of
each special meeting shall be given pursuant to the Ralph M. Brown
Act, Government Code Section 54950 et seq. All meetings of the transportation
and parking commission shall be open and public pursuant to state
law.

Three voting members of the transportation and parking commission
shall constitute a quorum, but a lesser number may adjourn from time
to time to another place or at another time.

A.
The
powers and duties of the transportation and parking commission shall
encompass roadways, public parking, public transportation, vehicles
for hire, transportation demand management and transportation system
management citywide as set forth in this code. General powers and
duties shall include, but not be limited to:
1.
Recommending
to the council, city manager, and director of public works potential
improvements, programs and policies regarding roadways, parking, and
transportation;
2.
Reviewing
environmental impact reports and traffic impact and analysis reports
for projects with potential significant transportation and parking
impacts, including but not limited to retail and office development
projects;
3.
Participating
in the preparation of amendments or modifications to the general plan
circulation element; and
4.
Developing
recommendations for financing transportation and parking improvements
and programs.
B.
The
commission shall have such other powers and duties as may be expressly
conferred upon the commission by ordinance or resolution. Except as
may be otherwise specifically prescribed by ordinance and specifically
authorized in this chapter, the powers and duties of the transportation
and parking commission are of an advisory nature only.

The transportation and parking commission may adopt, from time to time, such rules of procedure as it may deem necessary to properly exercise its powers and duties. All such rules shall be subject to prior approval of the city attorney and shall, after adoption, be kept on file in the office of the traffic and transportation administrator and copies thereof shall be available to the public upon request. The chairperson of the commission may form subcommittees among its various members to investigate and analyze those issues which are within the commission's jurisdiction. Any such subcommittee shall report its findings or other information to the full commission which shall then make recommendations accordingly pursuant to Section 2.64.100.

A.
The
director of public works or designate shall be the staff advisor to
the commission. The director of public works shall provide advice
and assistance as requested by the commission and shall provide such
stenographic or other assistance as is necessary to maintain records
of the commission proceedings.
B.
All
other officers, divisions and division heads of the city shall cooperate
and tender all reasonable and necessary assistance to the transportation
and parking commission.

Neither the transportation and parking commission nor any individual
member thereof shall incur any financial liability or responsibility
in the name of or on behalf of the city by virtue of their activities
as transportation and parking commission members.

In any matter in which the transportation and parking commission shall have the express power to determine the rights and obligations of parties within its jurisdiction, any person aggrieved by any such ruling or act of the commission may appeal to the council within the time and in the manner prescribed in Chapter 2.88. Any fee for processing an appeal to a decision made under this chapter shall be established by resolution of the council.
