Any officer or employee who is required to provide an automobile
in discharge of the duties of his or her position shall receive a
monthly automobile allowance in such an amount not exceeding the amount
specified in the annual budget or any amendment thereof as the city
manager finds will reimburse such officer or employee for his or her
overall expense in operating such automobile on city business. The
city manager shall determine whether such officer or employee is required
to provide an automobile to discharge his or her duties. Automobile
allowances shall be in lieu of all other transportation expense within
the county.

Any officer or employee who is required to travel in the discharge
of the duties of his or her position shall receive the amount of his
or her expenses for transportation, meals, lodging and incidentals
necessarily incurred in so doing. In case of doubt as to such necessity,
the city manager shall determine the same.

Any officer or employee may be authorized by the city manager or the council to attend any school, convention or meeting of any society, association or group at or in which representation or participation will be of benefit to the city and in such case may be allowed traveling expenses as provided by Section
4.60.020.

If any officer or employee is sued or prosecuted because of
conduct within the scope of his or her employment, and the city manager
shall determine that the city has an interest in protecting such officer
or employee from undue harassment by such suit or prosecution, appropriate
defense thereof shall, to the extent such officer or employee is not
protected by insurance, upon the recommendation of the city attorney,
approved by the council, be furnished at the expense of the city.

There shall be included in the budget each year an amount necessary
to provide self-insurance to protect each member of the council, the
city manager, the assistant city manager, the city attorney, all attorneys,
the fire chief and those members of the fire division assigned or
detailed to the bureau of fire prevention, and those employees in
the police division whose functions clearly fall within the scope
of active law enforcement from liability and from claims, demands,
and suits for false arrest and false imprisonment arising out of conduct
within the scope of their employment.

The city shall pay the reasonable cost in excess of ten dollars
for repairing the uniforms, glasses, clothing, guns or leather equipment
of any officer or employee of the public safety department damaged
in the course of his or her employment or for replacing the same upon
certification of the head of the division to the city manager that
it cannot be reasonably repaired. The city manager shall determine
such cost and whether such damage was sustained within the course
of the employment.

All officers and employees of the city shall be furnished with
necessary supplies and work stations with which and in which to discharge
the duties of their positions.

When the city manager determines that the nature of the work
being performed by an employee or group of employees, except employees
in the public safety department, makes a particular type of work clothing
useful and desirable, the city manager may, with the approval of the
council, designate work clothing for such employee or employees to
be provided by the city which shall be worn by such employees while
on duty. The cost of providing such clothing shall be paid by the
employees through payroll deductions. If the clothing so designated
is subject to heavy wear or excessive soiling in the performance of
the duties of the employee or employees, the city manager may, with
the approval of the council, require that only a part of the cost
of such clothing be deducted from the pay of these employees who wear
the designated clothing and the remainder of the cost shall be paid
by the city.
