When interpreting and applying the provisions in this part,
they shall be held to be the minimum requirement for the promotion
of the public health, safety, comfort, convenience and general welfare.
Where any portion of this title imposes a greater restriction or regulation
upon buildings, structures and/or uses than are imposed or required
by other ordinances, rules, regulations or by easements, covenants
or agreements, the most restrictive provisions of this title shall
apply.
