For the purpose of organization and administration of the business of the City of Glendale, there are hereby created the following departments, administrative services, city clerk, city treasurer, fire, Glendale Water and Power, legal, library, management services, parks, police, and public works.

The public works department shall have charge of: general engineering, traffic engineering, flood control, street and sewer construction and maintenance, assessments, building inspection, care of public buildings, collection and disposal of refuse, and installation, maintenance and removal of parkway trees and parkways. The department of Glendale Water and Power shall have charge of the construction, maintenance and operation of all public utilities owned or operated by the city.
