Where the proposed subdivision constitutes a unit of a large tract owned by the subdivider which is intended to be subsequently subdivided as additional units of the same subdivision, the preliminary and final plats shall be accompanied by a layout of the entire area, showing the tentative proposal layout of streets, blocks, drainage, water, sewerage and other improvements for such areas. The overall layout, if approved by the planning and zoning commission, shall be attached to and filed with a copy of the approved subdivision plat in the permanent files of the city. Thereafter, plats of subsequent units of such subdivision shall conform to such approved overall layout, unless changed by the planning and zoning commission. The planning and zoning commission may change such approval overall only when it finds that:
(a) 
Adherence to the previously approved overall layout will not hinder the orderly subdivision of other land in the area in accordance with the provisions of this chapter; or
(b) 
Adherence to the previously approved overall layout will not be detrimental to the public health, safety or welfare or will be injurious to other property in the area.

(a) 
Any person proposing to subdivide a property under the conditions set out below may file a plat directly with the director of planning. The director of planning, upon the receipt of a plat filed under this section, shall verify the conditions set out below and upon verification thereof is hereby authorized to approve such plat. Upon such approval, the signature and recording requirements for other plats covered by this section shall be carried out.
(b) 
In order to qualify for approval under this section, the plat must conform to the following conditions:
(1) 
There will be no more than four lots in the subdivision.
(2) 
All lots must front on an existing street.
(3) 
The subdivision does not require the creation of any new street.
(4) 
All lots will be served by existing municipal facilities (water, sewer, drainage).
(c) 
If the director of planning determines that any of the foregoing conditions will not be met in such subdivision, then the subdivision shall be processed as otherwise provided under this chapter.
