This title is adopted to supplement and implement the Subdivision Map Act, Section 66410 et seq. of the Government Code, and may be cited as the subdivision ordinance of the city. If the provisions of this title conflict with any provision of the Subdivision Map Act, the provisions of the Subdivision Map Act shall prevail.

A. 
The purpose of this title is to promote the public health, safety, general welfare and supplement the provision of the Subdivision Map Act relating to design, improvement and survey data of subdivisions, in addition to the form and content of all maps provided for by the Subdivision Map Act, and the procedure to be followed in securing the official approval of the city regarding the maps. To achieve this purpose, the regulations contained in this title are determined to be necessary to promote orderly growth and development, open space, conservation, protection and proper use of land; and to ensure adequate provision for traffic circulation, utilities and other services in the city.
B. 
It is the intent of this title to incorporate by reference, to the maximum extent feasible, the provisions of the Subdivision Map Act, consistent with Section 66411 of the Government Code, as may be amended from time to time.

A. 
No land shall be subdivided and/or developed for any purpose which is not in conformity with the general plan, and any applicable specific plan of the city and permitted by the zoning ordinance (Title 17), or other applicable provisions of this code.
B. 
The type and intensity of land use as shown on the general plan and any applicable specific plan shall determine, together with the requirements of the Subdivision Map Act, State Planning and Zoning Law, the California Environmental Quality Act and this title, the type of streets, roads, highways, utilities and public services that shall be provided by the subdivider.

A. 
The regulations contained in this title shall apply to all or part of any subdivision within the city, and to the preparation of any subdivision maps or other maps required by the Subdivision Map Act.
B. 
When a use is not specifically listed in Title 17, or provided for in this title, it shall be understood that the use or provision is prohibited unless it is determined by the planning commission, following receipt of a recommendation from the director, that the use or provision is similar to other uses or provisions listed.

This title shall be inapplicable to those exclusions provided in the Subdivision Map Act, Section 66412 of the Government Code.

Any subdivision subject to annexation to the city shall comply with the Subdivision Map Act, Section 66413 of the Government Code.

All persons submitting applications for maps or other approvals required by this title shall pay, at time of application, all fees and/or deposits as contained in the city's "Schedule of Fees," or other mandated fees.
