(a) 
There is hereby created a city planning and zoning commission which shall function by making plans and acting as a zoning commission.
(b) 
The commission shall be composed of seven members, all of whom shall be appointed and serve pursuant to sections 2-76 through 2-86.

The planning and zoning commission shall, either at its discretion or as requested by the board of commissioners, submit reports, plans and recommendations for the orderly growth, development and welfare of the city.
