For the purposes of this division:
Committee
means the McAllen Advisory Committee on Disabilities.

There is hereby created and established the McAllen Advisory Committee on Disabilities which shall meet on a quarterly basis and serve as an advisory body to the city commission.

The purpose of the committee is to serve as a contact and voice of the residents of the City of McAllen to the city commission, to review and discuss matters referred to the committee by the city commission or the city manager, and to provide recommendations to the city commission concerning matters of accessibility, use, and benefit to persons with disabilities.

(a) 
The mayor and each city commissioner shall appoint a voting member to the committee.
(b) 
The mayor and one city commissioner shall also serve as voting members of the committee.
(c) 
Committee membership shall adhere to the requirements of article III, division 1 herein.
(d) 
Committee members shall be a:
(1) 
Self-advocate (someone living with a disability);
(2) 
Parent/relative of someone living with a disability, or
(3) 
Professional that works with people living with a disability.

The Americans with Disabilities Act coordinator for the city or his designee shall be an ex officio, nonvoting member of the committee and may act in an advisory capacity to the committee.
