All city offices with the exception of the Police Department and Fire Department shall be open for the conducting of business from 9:00 a.m. to 5:00 p.m., on all days save and except Saturday, Sunday and legal holidays.

The Police Department and the Fire Department shall be open as set forth in the previous section for the conducting of ordinary business, but for the purpose of police protection and fire protection shall be open 24 hours every day.

Before any officer or employee receives payment for performance of the duties of his or her office, he or she must take and subscribe the oath prescribed by state law.
