There shall be a Bicycle and Pedestrian Advisory Commission
(which may be referred to in this chapter as the "Commission") to
consist of five voting members and one non-voting member. Unless otherwise
required by law, in order for any action to be taken by the Commission,
it must be approved by a majority vote of the quorum of the Commission
in attendance at a Commission meeting. A quorum of the Commission
shall consist of at least three of the five voting members.

The five voting members of the Commission shall be appointed
by City Council, and shall demonstrate specific qualifications based
on either: (A) experience or dedication as a bicyclist; or (B) training
or experience in the field of transportation, planning or engineering.
In addition to the five voting members of the Bicycle and Pedestrian
Advisory Commission, the Parks, Recreation and Trees Advisory Commission
shall appoint one of its members as a non-voting member of the Bicycle
and Pedestrian Advisory Commission. This nonvoting member shall act
as a liaison to apprise both commissions of current and pertinent
information from each respective commission. Each member shall hold
office in accordance with procedures established by resolution of
the City Council.

Unless otherwise designated by the City Manager, the Public
Works Director shall be the principal city staff liaison to the Commission,
and the Public Works Director shall appoint a secretary to the Commission
to comply with all procedural requirements (such as those identified
in Council Policy Resolution No. 10, related to the Brown Act set
forth at California
Government Code Sections 54950, et seq.).

The Commission shall, by resolution, establish the time and
place for regular meetings. The Commission shall conduct its meetings
in accordance with procedures established by resolution of the City
Council. The Commission may establish its own rules of procedure or
by-laws consistent with City Council resolutions and ordinances.

The duties of the Commission shall be to make written recommendations
to the Public Works Director and City Council regarding bicycle transportation
and pedestrian issues.
