As used in this chapter:
"Roadway"
means that portion of a street between the regularly established curblines.
"Sidewalk"
means that portion of a street between curblines and adjacent property lines.
"Street"
means every way set apart for public travel except alleyways, bridlepaths and footpaths.
"Vehicle"
means a conveyance propelled by motor power.

Parking meter zones means portions of streets or lots described and established by the Council as zones within which the parking of vehicles shall be controlled, regulated and inspected with the aid of timing devices or meters, herein referred to as parking meters or meters.

The following portions of streets are hereby established as parking meter zones:
A. 
First Street from the easterly line of Jefferson Street to the Westerly line of Lawrence Street;
B. 
Second Street from the easterly line of Jefferson Street to the westerly line of Napa Creek;
C. 
Third Street from the easterly line of Jefferson Street to the westerly line of Lawrence Street;
D. 
Fourth Street from the southerly line of Third Street to the westerly bank of the Napa River;
E. 
Fifth Street from the westerly line of Franklin Street to the easterly line of Main Street;
F. 
Brown Street from the southerly line of Caymus Street to the northerly line of Fifth Street;
G. 
Caymus Street from the easterly line of Brown Street to the westerly line of Yajome Street;
H. 
Clay Street from the easterly line of Jefferson Street to the westerly line of Brown Street;
I. 
Clinton Street from the easterly line of Coombs Street to the easterly line of Soscol Avenue;
J. 
Coombs Street from the southerly line of Clinton Street to the northerly line of Fifth Street;
K. 
Franklin Street from the southerly line of Pearl Street to the northerly line of Division Street;
L. 
Jefferson Street from the southerly line of Polk Street to the northerly line of Third Street;
M. 
Main Street from the southerly line of Caymus Street to the northerly line of Fifth Street;
N. 
Pearl Street from the westerly line of Franklin Street to the westerly line of Soscol Avenue;

Polk Street from the easterly line of Jefferson Street to the westerly line of Franklin Street;

The Traffic Engineer, with the approval of the City Manager, is authorized and directed to install parking meters in the parking meter zones established by the Council for the purpose of and in such numbers, maximum parking limit and in such places as in his or her judgment may be necessary for the regulation, control and inspection of the parking of vehicles therein, including the reservation of loading zones for commercial vehicles.

Parking meters installed in parking meter zones shall be installed upon the curb immediately adjacent to the individual parking spaces hereinafter described, and each parking meter shall be so constructed and adjusted as to show when properly operated a signal that the space adjacent to which it is installed is or is not legally in use.

The Traffic Engineer shall have lines or markings painted upon the curb or street adjacent to each parking meter, designating the parking space for which said meter is to be used, and each vehicle parked adjacent to any parking meter shall park within said line or markings. It is unlawful to park any vehicle across any such line or marking, or to park a vehicle in such a position that it will not be entirely within the space designated by such lines or markings.

No person shall cause or permit any vehicle registered in his or her name or operated or controlled by him or her to be parked in any parking space upon any street or parking lot within a parking meter zone, next to which a parking meter is established, for more than the time indicated by proper signs placed on said meters or in such parking meter zone indicating the maximum parking time allowed in such parking space, or any time during which the meter is showing a signal indicating that such space is illegally in use, other than such time as is necessary to operate the meter to show legal parking; provided, however, that in parking spaces marked for 24-minute parking, either on the curb or on the parking meter attached to said parking space, parking is prohibited for more than the time so indicated.

No person shall cause or permit any vehicle registered in his or her name or operated or controlled by him or her to be parked in any parking space in a municipal parking lot within a parking meter zone, next to which a parking meter is established, or as otherwise indicated, for more than the time indicated by proper signs placed in said parking lot indicating the maximum parking time allowed in such parking space.

The time limit provisions of this title shall apply between the hours of 8:00 a.m. and 6:00 p.m. on all days, with the exception of Saturday, Sunday and days declared to be city holidays, including New Year's Day, Martin Luther King's Day, President's Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day and Christmas Day only.

The Police Chief is authorized for and in behalf of this city to issue temporary parking permits to contractors for the parking of vehicles loaded with building materials for the repair of any buildings, sidewalks, or streets, in the portion of this city zoned for parking meters.

A. 
Parking meters when installed and properly operated shall be so adjusted that legal parking time is registered and accumulated upon such meters; provided, however, that no parking meter shall be adjusted to show or register any period of parking time in excess of the maximum legal parking time limit designated by appropriate sign on said meter or in the area or zone wherein any such parking meter is installed. All parking meter rates are set by resolution.
The parking meter charge rate may be changed or modified from time to time by resolution of the Council and shall be indicated by proper signs placed on said meters or in said parking meter zone.
B. 
Notwithstanding the provisions of this section, the Council may by resolution establish different parking meter charge rates in special parking meter zones, which shall be designated by appropriate signs on said meters or in the area of special zone so created, specifying the rate of charge and maximum parking time.

It is unlawful to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for a coin of the United States; provided, however, that the use of tokens, lawfully issued by the city, in any parking meter where their use is so designated shall not be deemed to be a violation of the provisions of this section.

It is unlawful for any unauthorized person to open, or for any person to deface, injure, tamper with or willfully break, destroy or impair the usefulness of any parking meter installed pursuant to this chapter or to hitch any animals thereto.

A. 
It shall be the duty of the Finance Director, to keep account of all violations of this chapter.
B. 
He or she shall keep, or cause to be kept, an account of and report the number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this chapter, the date and hour of such violation, the make and the state license number of such vehicle and any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
C. 
He or she shall attach, or cause to be attached, to such vehicle a notice stating that it has been parked in violation of this chapter and instruct the owner or operator to pay the appropriate bail to the Finance Director within 30 days of the date of the citation. If the fee is not paid within 30 days from the date of the citation, the Finance Director may cause to be issued a warrant against the owner or operator or may cause a lien to be attached to the vehicle's registration. The appropriate bail for a violation of this section shall be set by a resolution of the Council.

Any person who shall give information leading to the arrest and conviction of any other person for violation of any of the provisions of Section 10.40.120 or 10.40.130 shall be entitled to receive from this city a reward of $100.00; provided, however, that if, in connection with any one such conviction and arrest, such information shall be given by two or more persons, then such reward shall be divided between or among them in such proportions as the Council in its discretion shall deem proper.

The amount of the coins required to be deposited in parking meters, as provided above is levied and assessed as a fee to provide for the proper regulation, control and inspection of traffic upon the public streets, and to cover the cost of supervising, regulating and inspecting the parking of vehicles in the parking meter zones provided for herein, the cost of placing and maintaining lines or marking, designating parking spaces in parking meter zones and the cost of the purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of the parking meters installed hereunder, and the special fund in which such fees shall be placed shall be devoted exclusively to those purposes, except as provided by the Charter.

The Finance Director shall require regular collections of the money deposited in said parking meters, and count the money and place it in a special fund to be known as the "parking fund," which fund shall be used exclusively for the purposes specified in Section 10.40.160.
