It is found from substantial evidence presented to the City Council at public hearings that motor vehicle racing is injurious to health and offensive to the senses so as to interfere with the comfortable enjoyment of life and property of persons in the neighborhood located in the vicinity of the Live Oak Racetrack and of a considerable number of persons residing in the City, by reason of the noise, dust, and fumes which is an unreasonable interference with the life and property of such persons after the hour of 10:00 p.m.
