Taximeters placed upon taxicabs to replace broken or faulty meters shall under no condition be operated more than 24 hours prior to being inspected, tested, approved and sealed by an authorized representative of the City Manager.

It is unlawful for any owner or driver to operate any taxicab in the City unless there is exhibited in a place designated by the City Manager on the inside of said vehicle, a business license issued by the City pursuant to Title 5 of this code.

Each taxicab shall bear, at such places on the outside of such vehicle as shall be prescribed by the City Manager, an identification number, and such number shall be of the size and design located on the vehicle as shall be prescribed by the City Manager.

All taxicabs must be and conform to a color scheme approved by the City Manager, and the Council may refuse a certificate to every person whose color scheme, trade name and/or insignia imitates that of any permittee in such manner as to deceive the public.

Each taxicab shall display a placard informing customers how to file a complaint if they are dissatisfied with the service they receive. The placards shall be visible to customers from the front and back seats, shall be no smaller than eight inches by six inches in size, and shall have a black background with white lettering no smaller than three quarters of an inch high. The placard shall identify the name of the taxicab company and the taxicab number. The placard shall instruct customers to obtain the name of the taxicab driver and to note the date and time of service. The placard shall also inform customers of the telephone number for the taxicab company that may be used to complain and that, as an alternative, customers may contact the Stockton Police Department's Traffic Section, either in person or by telephone, during normal business hours at 22 East Market Street, Stockton, California 95202, (209) 937-8354.
