The official city base or plane of reference for elevations
in the city is fixed at the mean lower low water as ascertained by
the United States Coast and Geodetic Survey, at Fort Point, San Francisco,
California.

The top of a certain brass bolt set in the top of a certain
granite monument, which monument is located on the north property
line of Grand Avenue, near the intersection of the north line of Grand
Avenue and the west line of Linden Avenue and between the curb and
sidewalk on Linden Avenue, is declared to be the primal benchmark
of the city and the elevation thereof is thirty-one and eleven hundredths
feet above the city base.

All official elevations hereafter established in the city shall
be described with reference to the official city base in feet and
decimal parts of a foot. No grade or official elevation shall be established,
except by ordinance and in the manner described in this chapter.
