The office of director of finance is created.

The financial and accounting duties vested in the office of the city clerk are transferred to the director of finance pursuant to Government Code Section 40805.5.

Financial and accounting duties include but are not limited to the following:
(a) 
Accounting officer;
(b) 
Responsibility for fiscal recordkeeping;
(c) 
Responsibility for collections of all moneys due the city;
(d) 
Responsibility for all purchasing functions;
(e) 
Responsibility for preparing and administering annual budget;
(f) 
Any related duties or functions assigned by city council or city manager.
