A revolving fund in the amount of three thousand dollars is created, to be used as hereinafter described for expenditures incurred by the city manager and members of the city council in the performance of their duties for the city.

The city manager, assistant to the city manager and director of administrative services are authorized to draw on the revolving fund for the purposes herein provided.

The funds shall be used to pay costs related to police undercover expenses, conference registrations, postage, court filing fees, meeting and training expenses, and other related purposes authorized by resolution. The funds shall not be used to pay for supplies and materials acquisitions or for any other purpose which would circumvent the purpose of Chapter 4.04.

A. 
The revolving fund shall be maintained in a separate bank deposit account, designated as a revolving fund, and from time to time the city manager, assistant to the city manager and director of administrative services may draw checks upon the account for the purposes of the expenditures herein authorized.
B. 
On the first day of each month, or when requested by the city manager, the director of administrative services shall transfer to the revolving fund from the general fund of the city a sum of money sufficient to cause the revolving fund to amount to three thousand dollars.
