It is unlawful for any person to erect or construct or cause
to be erected or constructed any fence or other barrier upon any of
the streets of the city without first having obtained permission from
the city council or the superintendent of streets of the city.

Nothing herein contained, however, shall be construed to prevent
or prohibit the erection of suitable posts or guards on sidewalks
to preclude passage thereon by vehicles.
