Each application for an animal rescuers permit shall be in writing
upon a form to be furnished by the code compliance manager or a designee.
The application form shall contain such information as may reasonably
be required by the code compliance manager for the purposes of enforcement
of this chapter, including, but not limited to, the address and home
telephone number of the applicant and the number and general description
of all animals for which the permit is sought.

The applicant shall be notified in writing of the action of
the code compliance manager in either granting or denying the permit
and, if the application has been denied, the notice shall advise the
applicant of his or her right to appeal the determination. Such denials
are acceptable to the city manager or designee, whose decision shall
be final. Service of the notice may be made by personal service or
by registered mail. If service is made by mail, it shall be deemed
complete upon deposit in the United States mail directed to the applicant
at his or her latest address shown on the application.

The fee for an animal rescuer permit shall be set by resolution
of the city council and shall be paid to the city before a permit
is issued.

An animal rescuer permit issued pursuant to the provisions of
this chapter shall not be transferable.
