No person shall peddle, hawk or vend ice cream, confectionery or any other kind of goods, within 500 feet of the property line of any public or private school grounds, between the hours of 8:00 a.m. and 5:00 p.m. of each day that any school is in session.

This article shall not apply to merchants having stores within the prohibited districts as to sales made within the store building, nor to vendors peddling vegetables, fruits or other such wares solely to householders or business establishments, nor to delivery wagons soliciting or delivering goods solely to householders or business establishments, nor to any Parent-Teachers Association, or committee, or similar organization, as to activities conducted wholly on school grounds with the approval of the school authorities.
